The province of Laguna is home to approximately 1.683 million people (1995 est.) A significant number of the labor force is engaged in production and agriculture. Lagunenses fit well in the work setting. They are hardworking, highly motivated, good-natured, and easy to get along with. They are also highly literate. English is widely spoken even among rank and file workers, an advantage not found in other parts of the ASEAN region.

Where experienced workers cannot be sourced from within the province, they may be sourced from the nearby Metro Manila area. The same goes for Filipino middle managers and professionals who, with their international business orientation, can easily handle foreign business transactions.

Culture of Excellence
The provincial government has made progress in instilling a "Culture of Excellence" in the province. In this effort, the government has found a committed and capable partner in the private sector. Representatives from the private sector sit as active members in the Laguna Area and Productivity Council (LAPC) and have co-founded the Laguna Employment and Manpower Development Council (LEMDC).

LAPC seeks to improve the productivity of those currently employed in the business sector, government sector, cooperatives and sectoral associations, and academe. These groups are introduced to important productivity concepts and give basic skills through the Quality Control Circle and 5S seminar. Its most recent project is industry clustering and value chain analysis.

LEMDC, on the other hand, provides skills training to out-of-school youth so that they can enter the labor force. The organization also provides retraining and upgrading whenever workers are retrenched or laid off. The ultimate goal of LEMDC is to build a work-class workforce for all the business sectors in Laguna.

Business and Economic Environment
Laguna continues to be one of the country's preferred investment locations. Its abundant natural resources, motivated work force, existing support services, and strategic location give the province a competitive advantage in attracting new investors.

Industrial Peace and Productivity
The Culture of Excellence being promoted in Laguna encourages all its workers to be highly productive. All sectors of government and the community participate in proactive programs that enhance employment, industrial peace, and productivity. Government agencies like the Center for Labor Relations and Assistance, and the Laguna Tripartite Labor Council closely coordinate with the local government units and business enterprises. Various labor management councils have also been set up to mediate between labor and management.
