During
the 1600’s, there was a vast land area in Laguna, known as
Terreno de Nasunog or Lupain ng Nasunog in Tagalog. In 1678, when
the Mayor of Laguna was Don Antonio Nieto, Terreno de Nasunog was
divided into three parts: Nasunog de Lucban, Nasunog de Cavinti,
and Nasunog de Majayjay.
Nasunog
de Majayjay later became the town of Luisiana. In 1852, Don Luis
Bernardo, one of the principals, together with his brother, Don
Salvador Bernardo, their cousin, Don Melencio Alcantara, and several
principals, initiated further the separation and independence of
Nasunog de Majayjay from its mother-town. The paramount reason for
the separation was to establish their own independent parish and
town. It was planned mainly because the people had a difficult time
traveling to the town proper to hear mass due to lack of roads,
the overflowing of the river, the distance of the barrios from the
Poblacion, and for legal and ecclesiastical services, especially
during the rainy season. It should be taken into account that the
main factor why the Poblacion and the church in the town proper
took two hours of travel during summer and three to four hours during
rainy seasons was the poor roads. The elderly, the weak, the children
and the women had a difficult time traveling to the Poblacion and
the church. As a result, only a few people received the sacrament
of penance and the anointing of the sick.
In
1827, Don Melencio Alcantara, along with the other apoderados, was
tasked to present a petition for separation to the Superior Government
in Manila. The petition, however, was not granted because of the
vehement opposition of the parish priests of Majayjay and Cavinti,
Laguna and Lucban, Quezon.
On
July 14, 1841, Governor-General Marcelino Orca ordered the Mayor
of Laguna to inform the residents of Visita de Nasunog that in a
span of one year, they should have met all the conditions contained
in Article 83 which stated that the houses should all be located
in the Poblacion in a grid pattern and all the streets should have
distinct markers. Also, houses, school, a local court, and a plaza
should be constructed. If these conditions were not met within the
given time, the barrio of Nasunog will lose its Visita status and
will return to the jurisdiction of its mother town, Majayjay.
In
1948, Visita de Luisiana became civil independent from Majayjay,
but still without absolute independence for it remained under the
spiritual jurisdiction of Majayjay.
On
November 21, 1849, by virtue of the Decree of Governor-General Claveria,
the adoption and change of surnames in the Philippines started.
In April 1850, the Parish Priest of Majayjay, FR. Victorino del
Moral, received from the Mayor of Laguna the said decree together
with the corresponding Catalogue of Surnames and the model of a
New Register of Surnames. December 15, 1850 was the appointed deadline
for the submission of the register and the changes were as follows:
Bernardo to Estrellado, Alcantara to Roasa, de la Concepcion to
Morillo, dela Torre to Teope, San Jose to Lorico, Buenaventura to
Peñalosa, San Juan to Romulo.
It
was only on April 3, 1854 that ecclesiastical independence was granted
to Nasunog by the Governor-General (The Marques de Novaliches) with
the corresponding approval from the Archbishop of Manila, having
Don Marcos Bartolome as its first interim parish priest. Because
of the role of Don Luis Bernardo and his wife Doña Ana, the
town was named LUIS Y ANA, and later named LUISAIANA.
In
1898, under the leadership of Don Pedro Ibañez, Luisiana
became part of General Emilio Aguinaldo’s Philippine Republic,
Don Ibañez became the local President.
From
1898, Ponciano Mercurio was the local President, until January 23,
1900 when the Americans defeated the Spaniards in Manila. This resulted
in chaos. The Americans invaded Luisiana when brothers Nicomedes
Capili and Fuelencio Capili did not concede defeat to the Americans.
As result, the men were arrested. In 1902, don Pedro Ibañez
was again elected Local President.
In
1903, the towns of Cavinti and Luisiana were combined, Pedro Villanueva
of Cavinti was elected mayor and it was during his term that the
Aglipay Church was founded in April, 1904. However, on November
12, 1907 under the leadership of Don Blas Oracion, through the Civil
Commission, Cavinti and Luisiana became independent towns. Don Mariano
Bala was elected town mayor of Luisiana, and as result the names
of the streets were changed, and all houses were given building
numbers.
In
1917, the residents of Luisiana demanded the construction of the
Pagsanjan-Luisiana road, and threatened that if the road would not
be constructed, the town of Luisiana would transfer to Tayabas.
This demand was granted because Luisiana suffered economic setbacks
due to the lack of road networks. It was difficult to trade. As
a result, the road was immediately constructed and was completed
in 1926. Consequently, in 1931, after the construction of the Luisiana-Botocan
road, an electric power plant was built. In 1934, the Luisiana Lucban
was constructed.
From
1938 to 1940, under the leadership of Rufino Ibañez, the
Periculture Center was built.
In
1941, Silvero Villatuya was the town mayor, December of 1948, the
Japanese occupied Luisiana. In July 24, 1943 all men were arrested,
those suspected to be guerrillas were killed. In December 1944,
American airplanes were seen, thus, in February of 1944 the residents
of Luisiana launched a revolt. The efforts were not successful and
Severo Villatuya became the town Mayor.
