MISSION

To enhance the participation of all concerned networks of the office of the Governor in effectively implementing policies, guidelines and framework on issues and concerns pertinent to peace and order matters.

FUNCTIONS
  1.  Integrated Area / Community Public Safety Plan (IA / CPSP)
    1. The IA / CPSP Concept requires to a total mobilization of all available resources and the simultaneous conduct of complementary programs which will involve the civilian, police and military components of society. Strong nationalism will spell the success of efforts to link-up these sectors towards guaranteeing safer and more secure communities for all.
  2. To formulate concept, implement and oversee, through the directives from the Governor, as Chairperson of the Provincial Peace and Order Council (PPOC), of the 10 components or areas of concern of the IA / CSP.
    1. Crime Prevention - measures that reduce both criminal opportunity and criminal victimization.
    2. Law-Enforcement – involves PNP initiated projects and activities geared towards improving the peace and order situation and professionalizing the police.
    3. Prosecution And Courts – focuses on reforms processes intensified information campaign to harness community awareness on the importance of their participation in court litigations.
    4. Corrections – features rehabilitation projects / activities like skills training livelihood projects and adult education preparation of the release of inmates from prison.
    5. Fire Prevention 7 Suppression – entails intensified information campaign on various environmental fire hazards and details on how to prevent, control and suppress the same.
    6. Counter-Insurgency - centers on initiate that promote closer cooperation and assistance among military other government agencies and the community toward decreasing the incidence of the insurgency, freeing insurgency-affected or influenced barangays and developing and implementing rebel returnee programs.
    7. Environmental Protection – maintains the quality standards of the physical environment through monitoring of existing environmental conditions and involves promotion of community awareness and active participation for the improvement of waste management and anti-pollution projects.
    8. Health and Sanitation – concentrates on the primary health needs of the locality like control of communicable diseases public information and health education and implementation of health plans. Includes all other related programs / projects/ activities not covered by the other areas of concern.
    9. Community Development – involves improvement of the welfare of the needy children and youth, the elderly, the disabled (handicapped), drug addict, disadvantaged women through provision of social welfare services.
    10. Civil Service – attends to the protection of the citizens against man-made disasters and natural calamities.
  3. Planning & Meeting / Seminars/ Summit on Anti-Drug, Anti-Gambling, Anti-Prostitution,
    1. Anti-Insurgency, Anti-Terrorism & other Illegal Activities in Laguna
    2. Conducts monthly PPOC Meeting Peace & Order Seminars, Summit, etc.
    3. Conduct Monthly LADAC Meeting, Training, Workshops, seminars, etc.
    4. PPOC Campaign Against Illegal Gambling
    5. Meeting of the PPOC Anti-Insurgency Campaign
    6. Conduct of Seminar-workshop related to peace and order program to be attended by POC members, barangay officials, LGUs and other interested government personnel and private citizens.
  4. Information Campaign
    1. Launching of BARKADAHAN / BARangay KontrA DrogA HANdog n
    2. aming sa Laguna, and
    3. Monitor results twice a week
    4. Proper Info-Education campaign in the community through 4 units

  5. Educational Campaign
    1. Preventive seminar on drugs, gambling, prostitution, etc.
  6.  Coordination and Monitoring of Plans / Programs
    1. Coordination, consultation, and technical assistance to all LGUs & other agencies related to peace & order.
    2. Oversee the Implementation of the Public Safety Plan embracing priorities of action and program thrusts for implementation by all concerned.
    3. Coordinate with the City / Municipal Peace and Order Councils (CPOC/MPOC), and oversee the implementation of the provincial public safety plan, in coordination with the Barangay Peace and Order Council and oversee the implementation of City / municipal public safety.
    4. Submit report and recommendations to the Governor.
    5. Assists the Provincial DILG in submission of quarterly IA / CPSP report of accomplishments to the Regional Peace and Order Council (RPOC), and copy-furnish the consolidated provincial IA / CPSP report of accomplishments to the National Peace and Order Council (NPOC).
