  • Strict compliance of the 30-day review period.

Section 43 letter ( c) of the Internal Rules and Procedure 2010-2013 provides that If no action has been taken by the Sangguniang Panlalawigan within thirty ( 30) days after submission of such an ordinance or resolution, the same shall be presumed consistent with the law, and therefore  valid. The Office of the Secretary to the Sanggunian ensures that the 30 day period is observed in all the measures submitted.

 

  • Pioneering of the “Legislative-Research Team”

The Legislative Research Team was conceptualized and finally formed with the initiative of the Vice Governor, Caesar P. Perez. The Team is composed of well rounded staff from the office of the Vice Governor and the Office of the Secretary to the Sanggunian. This is an offshoot of the effort to enhance and improve legislation as Vice Governor Caesar P.Perez spearheaded the newly formed Research Team which serves as the “ Think Tank” group of the Sangguniang Panlalawigan. Further, the Team is in charge of the researches and drafting of resolutions/ordinances needed by the current elected officials. 

 

  • Full Implementation of Legislative Tracking System

          To address the I.T. needs of the Sangguniang Panlalawigan, the Provincial Government of Laguna has engaged into the services of LEXSYS Technologies, Inc. which has created one of the most comprehensive Local Government Information System in the market today – the Electronic Government Application System ( e-GAPS).The e-GAPS is a set of information technology solutions that facilitates the flow of information in all levels of Local Government Unit’s organizational structure and are being implemented in the provincial, city, or municipal type of operational environment.

The Legislative Management & Tracking System (LMTS) - System is linked to MS-Word and PDF File, which comprises the full text of the ordinances and resolutions. Provides database of proposed and approved resolutions and ordinances and easy retrieval by keyword, short title, codification, date, sponsor, and author and committee referral Record Management of incoming and outgoing documents, letters, request, City resolutions/ordinances and Monitoring and report of attendance of Sanggunian members
 

  • Categorization of Ordinances from 1991(effectivity of Local Government Code) to 2010 for codification purposes

  1. Banning of Plastic Bags on Dry Goods
  2. Strict implementation of RA 9003 ( Integrated Solid Waste Management Act ) by the different Local Government Units
  3. Reforestation Program of denuded areas in different LGUs to avoid soil erosion
  4. Craft a Comprehensive Environmental Code of Laguna to avoid further deterioration/pollution of Laguna de Bay

 

 

 Technical Support on eRizal tablet 

To address the enormous challenge in basic education, the Provincial Government of Laguna has forged an initiative to winthe battle of the digital revolution in the 21st century and the next centuries ahead. eRizal  was conceptualized, that comes in an e-tablet platform with Board   Member Neil Andrew N. Nocon as one of the prime movers of the said initiative.  As the project is nearing its full implementation, the Office of the Secretray to the Sanggunian actively participated in the  eRizal Writeshop-Workshop which was held at the Monte Vista Resort & Conference Center in Pansol, Calamba, Laguna last May 5-7, 2011.
 
The recently concluded  Writeshop-Workshop was a glowing evidence of the lustrous interests of the different major stakeholders involving the academe sector, legislators, administrators and  IT experts within the  Province of Laguna in the effort to  formulate the best suited strategies needed for its effective implementation. The said workshop was well attended by the different sectors in the academe world and officials of the different Local Government Units. Mr. Ari Luis Halos, President of Arnichem Corporation served as the emcee while  Ms  Cielo Santos  Director  of De La Salle, Canlubang served as Facilitator together with Mr. Joel C. Yuvienco, Network Coordinator of Asian University Digital Resource Network  & Tessa V. Yuvienco, Education Director of Education Kindling. These experts collaborating with the Provincial Government of Laguna are living proof of what eRizal initiative is all about.
